Telargo introduces VIAPAN – the satellite road tolling system

Telargo held a presentation of VIAPAN - the new electronic toll collection system based on satellite technology - for Slovenian government officials, industry experts and media representatives as a part of its initiative for public-private partnership in satellite tolling in Slovenia.

Telargo is putting up a consortium of companies to set-up and run the VIAPAN system by the July 1, 2009. Slovenian government expressed its public interest for satellite toll collection in July 2007. The solution must be compliant with all EU Regulative originating from the European Union Common Transport Policy:

  • 1993- COUNCIL DIRECTIVE 93/89/EEC on the application by Member States of taxes on certain vehicles used for the carriage of goods by road and tolls and charges for the use of certain infrastructures
  • 1998 - "Fair Payment for Infrastructure Use: A phased approach to a common transport infrastructure charging framework in the EU"
  • 2003 - "Interoperability of electronic toll collection systems"
  • 2004 - Council Directive 2004/52/EC of the European Parliament and of the Council on the interoperability of electronic road toll systems in the Community

VIAPAN is a system for free flow electronic toll collection based on satellite technology (GNSS/CN – Global Navigation Satellite System/Cellular Networks) that efficiently combines today's advanced positioning, communications, information technology and ITS solutions, designed to enable fair, un-discriminatory and interoperable free flow electronic toll collection while ensuring the highest level of personal data protection.

The VIAPAN system enables over-the-air (GPRS) upgrades of on-board units, including maps and pricelists updates. Its open technological platform enables interoperability with other tolling systems throughout European Union and introduction of additional applications such as traffic information notifications, traffic flow predictions, SOS calls, etc. Different parameters, such as vehicle classification, road classification, day-of-time etc. are used by VIAPAN system to calculate the toll.

Telargo stated that the VIAPAN satellite toll collection system could start operating by 1 July 2009 for commercial vehicles with weight above 3.5 tons and by 1 July 2010 for personal vehicles, which coincides with the Slovenian government's plans.
